By using Form Editor a user can copy or edit existing forms or create new forms and also export or import them. We also have custom form, report and programming services available. (more)

If you're referring to BIS being a cloud application, it isn't. As far as being able to access it remotely, it can be accessed through our Enterprise Edition if you have a Windows Remote Desktop server or through a 3rd. party software. As far as being able to access it with limited or low bandwidth, one would experience the same results as accessing any other software.
