If you're referring to BIS being a cloud application, it isn't. As far as being able to access it remotely, it can be accessed through our Enterprise Edition if you have a Windows Remote Desktop server or through a 3rd. party software. As far as being able to access it with limited or low bandwidth, one would experience the same results as accessing any other software. Please refer to the System requirements that are available on the Features page of our website, www.bissoftware.com.
