Yes, you can do that anytime you like. Your plan will be upgraded as soon as you opt for it. In case you downgrade your plan, it will be processed at the end of the billing cycle. (more)

Of course, you will be able to access the data only for the past 30 days after you downgrade your plan. However, you wouldn't be able to access the historical data which is not a part of your plan. (more)

You will be notified before your token limit is exhausted. If you are using the FREE plan, you will be asked to move to the PRO plan. If you are already a Pro user, you will have to purchase token add-on as per your usage/requirement. (more)
