The short answer is probably "Yes". ]po[ maintains a list of ongoing "projects", together with their execution status, priority or scoring, and financial details (timesheet, subcontracting, ...). It can provide a real-time view on what is going on in a start-up and provide detailed financial information.
However, software developers tend to prefer Atlassian Jira or similar packages for task management and they are not interested in financials, so it's hard to sell them ]po[. ]po[ V5.0 now includes a Jira interface, in order to integrate the operational with the financial sphere. (more)

]project-open[ does not require any plugins.
Most of the system requires a moderately recent browser (less than 3 years old, no IE6).

The prepackaged and ]project-open[ distribution is available for most recent Windows versions and CentOS Linux (as a virtual machine images for VMware and Amazon AWS). Instructions are available to install ]po[ on various Linux distributions including Debian and Ubuntu.
If required by the customer, ]po[ can also be run on a number of more exotic platforms including Oracle/Sun Solaris, OpenVMS and IBM AIX and System i (AS/400). (more)
