Yes, ProductCenter's deployment teams have years of experience migrating legacy data from various software platforms, network drives, intranets, etc... Batchloading of legacy data, depending on formats (office documents vs complex CAD files), can be achieved leveraging utilities and scripts we've developed. Bandwidth issues can impact the overall performance of any client/server based application, including ProductCenter. Depending on the data being accessed, the frequency and where the users are located can all have an impact on performance.
