Depends more on the number of requirements, user stories, defects, issues, test cases etc that you want to manage and, particularly, the number of relationships between them. If either is > 200 then you'll get a benefit. Cradle has been used by single engineers, or groups of > 1,000 engineers. The volume and compexity of the data to be managed is a more reliable determinant of Cradle's applicability.
