It's not always about the business size, as we don't charge for additional users, cloud license is $250, which according to my personal opinion makes sense for 10+ users registered in system. Very often it's the case that not every employee has to be in project management system, though. As for the on-premises customised deployment with integrations and tailored design with $5000/year license I'd say it's an enterprise solution for 200+ users. Again, it's often a bit more complicated than just number of users/employees.
