Singapore is rolling out a Safety Case regime to regulate major hazardous industries (MHI’s). To implement this regime requires an understanding of the risk-based approach to process safety which is different to the compliance approach that many operators are familiar with earlier.
Major Hazard Installations (MHIs) in Singapore are required to comply with WSH (MHI) Regulations which is targeted to take effect from September 2017. The core feature of the regulations is the Safety Case regime which allows flexibility for MHIs to tailor their risk mitigating measures.
MHIs will be notified by MOM to submit MHI application and assessment forms and upon confirmation of MHI status to prepare for Safety Case in accordance with the Safety Case technical guide. In this workshop, delegates will learn about safety case regime and how to prepare and make safety case reports based on requirements and guides from WSH (MHI) Regulations, the Safety Case assessment guide and technical guide.
This course outlines the essential elements of a safety case and discusses each section of the safety case with emphasis on understanding the risk based approach and the ALARP principle. A common case study is used throughout the course linking to each section as it is discussed.
