Base camp does not offer any time tracking and management tool, no Gantt Charts. You have to depend on other tools for this project. If a team member is added to a project after it's initial set up that you can them to the project, but unless they've been added to individual messages, they don't always have the ability to comment unless an administrator adds them to a thread.

Overall, Basecamp is a great solution for your project management needs, very affordable pricing, great tools, social network like user interface, easy to learn.
